Tulsa Alarm Ordinance
THE PROPOSED INTRUSION ALARM CERTIFICATE

ALARM ORDINANCE WOULD BE VOLUNTARY:

Only those citizens choosing to certify their alarm systems and maintain it at a recognized level of operation would merit a first response by Tulsa police officers.

ALARM USER TRAINING:

The Chief of Police will oversee the creation, implementation, and course hours of classroom intrusion alarm system and problems created by false alarm dispatches. The cost of the course is $20.00 and will be held on Thursday nights at Uniform Division East, Located at 10122 E. 11th Street.

EXISTING USER PERMITS GRANDFATHERED:

Any burglary alarm user's permit-issued under the previous burglary alarm ordinance would be a valid First Response Certificate through the anniversary date of the permit issuance, reached within one-year immediately following the effective date of this ordinance. After this anniversary date, if the previous permit is in good standing and has not expired, the fee paid for the preexisting burglary alarm user's permit would satisfy the first full year that a certificate may be issued.


YOUR OPTION:

Citizens choosing not to register their intrusion alarm system or failing to maintain their First Response Certificate would receive Secondary response from police officers. Secondary response means police would not be dispatched to an intrusion alarm until after a Alarm Industry Business has provided it's own response and determined that actual or attempted criminal activity has triggered the alarm.

RENEWAL:

On the expiration date or up to thirty (30) days prior to the expiration date, if the alarm user continues to meet the requirement of section 1905, a First Response Certificate that is not currently under suspension may be renewed upon submission of an updated application and the payment of a renewal fee. The renewal fee shall be $30.00. Late fees will be charged in accordance Chapter 1 of this Title. It is the responsibility of the alarm user to submit an application prior to the expiration dates and to promptly notify the alarm certificate administrator when they change residence or their certificate is no longer required. A First Response Certificate that is not renewed within ninety (90) days after its expiration shall not be renewed.
